Also, supposedly the $20 version is only for individual use too.

The USDA/government is simply complying with article 5 of the Google Earth license which, in effect, renders the government a commerical client and therefore requires a purchase of a commercial license to use GE. No free or personal versions (including the GEPlus version) are technically allowed at government facilities.
GE Pro is still available and for use.
